US Military’s AI Plan: How DARPA’s Theory of Mind Could Redefine Global Security

Leading a big new AI project called “Theory of Mind,” the US Department of Defense wants to change national security by guessing how enemies will act. The project, which is being led by DARPA, combines advanced AI systems with human knowledge to give decision-makers more power.

The Theory of Mind program’s main goal is to simulate and study different security situations. The initiative wants to help leaders better understand how possible enemies might act and plan attacks by using advanced modeling tools. With this information, actions based on caution and incentives can work well.

What Is Theory of Mind in AI?

“Theory of Mind” is the idea that people can understand what other people want, believe, and intend. DARPA wants to make machines that can think like humans so that AI can figure out how enemies might change their plans as things change. This could change the way countries defend themselves.

The program is run by Eric Davis, an experienced AI expert who has worked with humans and machines before. Before coming to DARPA in February 2023, Davis worked for years at the R&D company Galois, which was known for its work with US security and NASA.

This isn’t DARPA’s first attempt to guess how people will act. The agency started the controversial Total Information Awareness (TIA) program after 9/11 to look through huge amounts of data for signs of terrorist dangers. Even though TIA was shut down because of privacy issues, it made it possible for projects like Theory of Mind to happen.

Civil rights activists are concerned about how this type of technology could be misused. It is the same as with the LifeLog project, which DARPA abandoned in 2003, considering creating a kind of database of personal information by monitoring people’s lives.

The Theory of Mind project is a basis for integrating AI into national security issues. However, with such exciting messages about making better decisions, the ethical concerns regarding surveillance and predicting behavior will never cease.

Because AI can forecast the future, the US aims at forestalling threats from across the globe. However, that it will be opened and based on trust and that it will manage ethical concerns properly will be crucial for its development.
